11/14/13 Former Jennings police chief pleads guilty to malfeasance in office (American Press)

A former Jennings police chief pleaded guilty Thursday in district court to two counts of malfeasance stemming from the theft of drugs and money from the Police Department’s evidence room.

Lassiter was arrested in January after a state police audit found that drugs and money were missing from the Police Department’s evidence room.

District Attorney Michael Cassidy said $4,000 in cash, more than 1,800 pills, marijuana and codeine were missing from the evidence room.

“Only two people had keys to the evidence room — Mr. Lassiter and Chief Todd D’Albor.

Lassiter admitted taking the pills and tampering with evidence, Cassidy said. His actions may have affected nearly 72 criminal cases, he said.

Johnny Lassiter, 52, was to appear Monday in 31st Judicial Court, but the trial was reset for 10:30 a.m. Nov. 14. Lassiter remains in an out-of-parish rehab facility undergoing treatment, District Attorney Michael Cassidy said.

He was arrested in January on theft and malfeasance charges after an audit of the department’s evidence room found that several items, including drugs, were missing.

Lassiter pleaded guilty to theft over $1,500, malfeasance in office and obstruction of justice charges in March. A charge of injuring public records has been dismissed.

He resigned as a police officer on Jan. 8, just three days before his arrest.

Former Jennings Police Officer Arrested

Jennings – Earlier this month, the Louisiana State Police Bureau of Investigations assisted the Jennings Police Department with an audit of their evidence room. Our assistance was requested in order to have an independent agency present in order to ensure the integrity of the process after discrepancies were discovered by the Jennings Police Department.

During the processing of the evidence, it was determined that items were missing. A joint criminal investigation conducted by State Police and Jennings Police Department investigators revealed that 52-year-old Johnny Lassiter had taken items from the evidence room.

Lassiter had been employed as a police officer by the Jennings Police Department until his resignation on Tuesday, January 8, 2013.

On January 11, 2013, Troopers arrested Lassiter for theft over $1,500, malfeasance in office, obstruction of justice, and injuring public records. Lassiter was booked into the Jefferson Davis Parish Jail then transferred to the Calcasieu Parish Correctional Center for safety reasons.

Lassiter is being held on a $100,000 bond. The investigation is continuing.

Paula Guillory, an Investigative Task Force Agent that was specially assigned to the case was allegedly witnessed wearing one of the victim’s necklaces that was locked up inside the evidence room, this allegation was backed up by several people in the local Jennings, Louisiana areas where girls whom ended up victims were last seen. Anyone would think that the madness would stop with that, but things get even worse. None the less, Warren Gary seemed to have issues on his own hands when he ended up buying a “murder truck” where the poor girl was brutally murdered in her own truck. Warren Gary was then allegedly driven by Sheriff (at the time), Ricky Edwards, to make the withdraw at the ATM in order for him to buy the truck.

It wasn’t too much longer til Warren Gary mysteriously died, he knew too much. They used Warren as a scapegoat. He never caught a break, poor fellow. But that wasn’t where this whole thing began. This whole story started with the murder of Kenneth “Rat” Trahan, he was dragged out of his house after men stormed in and captured him for no reason. His wife Loretta, well– she had allegedly hid herself between the wall next to the stove as they dragged Mr Kenneth Trahan away to murder him and drag him up the creek. Officials said he had drowned, locals were outraged when they had learned that someone whom was known for doing the opposite of drowning, and performing great feats when it came to swimming.

That’s when the townspeople started vehemently questioning their local Law Enforcement, met with no answers, only more murder victims, several of them being women….with one of the reported women being a very young woman, just aged 17. If memory serves me correctly, a girl that was only age 15– was out jogging in the evening around her house as usual in order to wind down for the night so she could sleep. This was her routine and she thought her neighborhood was safe, as she lived away from town and her neighborhood wasn’t known for having many problems. Anyway, along comes an older male wearing glasses driving a truck that tried pulling her into his vehicle. Had she not been athletically trained, she might not have gotten away, and she could have been the next murder victim.

There was also a case of rape at the VFW hall, by a man in a van, whom was allegedly Terry Guillory. Terry Guillory is, or was, the Jeff Davis Parish Jail Warden. He is best known for hanging out with inmates after they are released from incarceration. That’s where Frankie Richard comes in. Frankie Richard is known for trafficking drugs and soliciting prostitution. The amounts of drugs, women, and money Richard (Pronounced Ree–Shaard) goes through would boggle the mind of just about anyone. In fact, his list of women is so long, that keeping up with Frankie is a pretty difficult task to do. This task is allegedly so difficult, that they just can’t seem to pin any of these murders on him, nor his brother, whom both are known by all locals to be the sole reasons these girls were viciously murdered…. never to return home to see their families ever again…. never able to meet some of the family they’ve never been able to meet before.

Please, I implore you to do your own research about the Jefferson Davis Parish murders. There are plenty of write–ups on the subject at hand, and what you learn will most probably shock you, and then again…. maybe not?
